Apparently, rules designed to protect people’s quality of life mean that if you cry too loudly, or argue, or move furniture in a way that might disrupt your neighbours, you can be hit with a ‘Community Protection Notice’.
The notices were introduced by Theresa May when she was Home Secretary and fall under the 2014 Anti-Social Behaviour, Crime and Policing Act.

Failure to comply can be met with a £100 on the spot fine, which can raise to a maximum of £2500 if you dispute it in court and lose.
They can be issued by local authorities and the police and might be issued if your behaviour is having a ‘detrimental effect on the quality of life’ of others nearby.
The Sun has found that in Newcastle-Under-Lyme, a notice was issued to somebody to not ‘create any wailing, jabbering’ or crying noises following a complaint by a neighbour.

However, you need to be sent a written warning to stop or start doing specified things before authorities can issue you with a penalty.
