Andy Burnham has spoken out in response to a petition that’s amassed over 16,000 signatures in opposition to the upcoming Clean Air Zone charge.
In case you haven’t noticed, signs informing members of the public that the controversial scheme will begin to take effect from 30 May 2022 have been going up across the region over the last couple of months, with the roadside cameras to enforce the new policy across said to be being installed later on this year.
Automatic Number Plate Recognition (ANPR) cameras will be used enforce any non-payment of daily charges that will come with the Greater Manchester Clean Air Zone.
The Greater Manchester Clean Air Zone is said to be “designed to protect everyone’s health by bringing harmful nitrogen dioxide air pollution at the roadside within legal limits as soon as possible.”
While private cars, motorbikes, and mopeds won’t be affected, some vehicles that do not meet emissions standards – known as ‘non-compliant vehicles’ – will be charged to drive in the Clean Air Zone, with charges ranging from £7.50 for taxis and private hire vehicles, and £10 for vans and minibuses, all the way through to £60 for buses, coaches, and HGVs.

Daily charges will also occur for campervans and motorhomes too, depending on the tax class of the vehicle.
As much of the region has started to become more aware of the scheme since signs have gone up, and have begun to learn of the charges involved, this has thus prompted much critique and generated widespread conversation on how local businesses will be affected.
The petition is aiming to “stop [the scheme] in its tracks”.
“Can you remember being asked by [Andy Burnham] or anyone in Greater Manchester if you wanted this? We were not. What sort of democracy is that? We need to stop this in its tracks,” the person who set up the petition exclaimed – and it has seen the Mayor of Greater Manchester himself respond on Twitter yesterday evening.

Mr Burnham said he “thought I owed everyone who has signed it the courtesy of a reply,” to explain “where we go from here.”
Given the number of names on this petition has gone over 10k, I thought I owed everyone who has signed it the courtesy of a reply.

He said in his response on Twitter: “Calling this ‘Andy Burnham’s Clean Air Charge’ implies two things: (1) that I instigated it; (2) that I have the legal power to stop it [but] neither is true as the Government initiated the process which led to this and only they have the power to stop it or delay it.
“This said, even the Government would struggle to scrap it.
“In 2015, the Supreme Court ruled: a) it had broken the law by failing to protect people from polluted air (b) urgent action must be taken. This led to the Government placing legal instructions on local councils [and] as a result, all 10 GM councils were directed to reduce air pollution by 2024.
“This is because analysis has shown all 10 GM boroughs have places where air pollution breaches legal limits.

“The Government’s direction sets a Category C zone as the default solution.
“One criticism of the GM scheme is its size. It’s true this is a local decision. In effect, our councils had little choice. The alternative – a patchwork of local zones across 10 boroughs – would be unworkable [as] boundaries would constantly change as pollution was transferred.
“While the decision rests with our councils, I was involved in all the discussions and together we agreed our best approach was to: exclude cars; accept a wide zone; and fight for financial support to help people change vehicles.
“After all, we’ll all benefit from cleaner air.”
I believe the right way to go from here is for GM to fight as one for changes to the scheme to protect jobs and businesses.

Floral tributes laid for Baby A after remains found in Salford, as police hunt ‘answers’

Floral tributes have begun to pile up outside the Salford park where the remains of a baby were found earlier this week.
The child, who is being called Baby A, was discovered near Ashtons Field on Wednesday 20 November.
Their identity is not yet known, and police are trying to determine ‘who this baby could be, how long they have been here, and how they have sadly died’.
In an update shared last night, GMP said their investigation was continuing and the force will do ‘everything we can to get answers’.
They also shared images of cuddly toys, flowers and letters that have been left at the snowy scene by officers and by the local community.
In the latest update, GMP said: “Our investigation continues after the remains of a young baby were tragically found in Little Hulton yesterday.
“The thoughts of everyone at Greater Manchester Police are with Baby A, and we will do everything we can to get answers.
“We would like to thank the community for their tributes to Baby A and their support and compassion at this time. We are truly grateful.”

GMP are appealing for anyone with any information to come forward so they can ‘find answers for this baby’.
Chief Superintendent Neil Blackwood said: “Even the most minor detail could be crucial to our investigation. If you have seen anyone in the area over the last few days, or know who the parents could be, please call us as soon as you can.
“As soon as we are in a position to confirm further details about the circumstances, we will do so.

Pep Guardiola signs new contract to stay at Manchester City until 2027

Blues will be delighted to hear that Manchester City manager Pep Guardiola is staying after agreeing to sign a contract extension that will keep him at the club until at least 2027.
The Catalan coach and supremely talented tactician has won all there is to win with Man City and after completing not only a record-matching treble but making history by becoming the first English team to win four Premier League titles in a row, you could argue his Etihad project is well and truly completed.
Guardiola, who joined City back in 2016, has gradually been creeping towards the end of his most recent contract, leaving those slowly searching for his replacement and the fan base wondering what the future holds for their next chapter.
But it turns out they don’t have to worry about life after Pep for a little while longer, as the 53-year-old has now extended his stay for another two seasons. The blue moon that has loomed over Manchester for the best part of a decade isn’t going anywhere just yet.
The former Barcelona and Bayern Munich manager, who is comfortably one of the most decorated and celebrated coaches in football history, was due to leave the club at the end of the current campaign.
However, although his contract would have seen him depart by June of next summer, this new deal will now see him stay in post until the end of the 2026/27 campaign, which will see him surpass the 10-year mark and then some.
It’s the news all Blues have been waiting for and an announcement that will no doubt come as a huge relief given the immense success he has brought to East Manchester.
Despite waiting until now to seemingly decide his future, the man himself has actually been pretty clear on the matter, insisting that he “fell in love” with the club from the moment he got here and saying as far back as 2020 that “unless they [CFG] sack me, I will stay here.”
Speaking in an official statement, Guardiola said: “Manchester City means so much to me. This is my ninth season here; we have experienced so many amazing times together. I have a really special feeling for this football club. That is why I am so happy to be staying for another two more seasons.”
“Thank you to everyone for continuing to trust and support me – The Owner, The Chairman Khaldoon, Ferran, Txiki, the players and of course the fans… everyone connected to Manchester City. It has always been an honour, a pleasure and a privilege to be here.”

Better still, while the details of the agreement are yet to be fully detailed, it is thought that the new contract still includes an option to extend for an extra year, meaning we could be looking at Pep in Premier League dugouts even longer.
Should City go on to close the gap on current league leaders Liverpool, it would mean Guardiola would have overseen five title wins with the same team in a row: a feat only matched by very few in European football, most notably Juventus and Bayern Munich, the latter having managed 13 consecutive years.
Who knows if/when Guardiola will actually leave the Etihad Stadium for a new challenge, all we know is he changed modern football forever and has given Manchester – a city already spoilt in this respect – some of the most impressive football it’s ever seen.
All we do know is that the beautiful game’s passionate, bald, tiki-taka extraordinaire known simply as Pep is staying in 0161 for the time being and there are countless fans who are absolutely buzzing about it.
